We received the answer:  Yes, it is needed if it is a closed loop system.      

A “thermal expansion tank”  promotes pressure relief for your water heater.  As water heats, it expands, and without a way for the pressure to be alleviated, your water heater has to absorb the expansion and contraction of the water. That leads to water heater integrity failure. 

A “closed loop system” is a when there is a one way check valve or pressure regulation at the main water supply that comes from the city or county supply to the residence. Once the water is not allowed to flow back into to the city supply it is considered a closed loop system.
